The issue isn't vulgarity , just look at Choco pretending to blow her viewers on her asmr stream to see that, or even the stuff that Coco regularly does on her stream. The issue is that if the holos want to do anything other than the usual "game/talk/sing" stream they need to seek approval from upper management who wants to review everything and will can the project if one of them don't like it.
For some holos it doesn't matter because that's basically all they do, but for someone like coco that restriction basically sucked the joy out of her work because her entire career at hololive has been built on pushing the boundaries with asacoco and the like.
