Three things really -
>We were led to believe lore matters, this is the lore gen etc and then Bae the chaos god is a giant disappointment, Mumei the civilization god has nothing to do with history or strategy games. The former is just a bad match for the design/theme and the latter is literally management fucking up lore interaction themselves

>Fauna, Mumei and Sana all were at low trust levels based on known/suspected PL things and nepotism in Ina's case, which proved to not matter for fauna/Mumei but hurt their reception early and actually did play out as the worst fear for Sana being unqualified and uncommitted to the job

>Whether they pulled a Sana or not, most of council were rather low on streaming for months after debut which killed the hype. Kronii had a big following and sabotaged herself with like 2-3 streams a week, Sana had the dogdied arc, Mumei had the school arc all at once, council really looked to be dying in the vine which is as anti-hype as you can get.

Also Omega being there and being weird and ominous was a big derailer at first too.

Unlike Myth and Advent, they didn’t really fulfill separate niches right away or standout enough. Myth had a memer, a gamer, an artist, a rapper, and a European. Advent has a nerd, a gamer, a singer, and a twin channel.
Council… well, they were brought in to fill dead hours as Cover couldn’t expect Myth to stream all the time, obviously. Myth’s support was pretty solidified regardless, and Council became the thing you watched when your Myth oshi wasn’t streaming.
Advent is a different story, as again, Advent is immediately interesting in a way Council wasn’t, but also after 2 years of nothing people are more eager to see new editions to the HololiveEN family. We’ll see if they can hold on to their support in the long term, but they’ve already made a strong first impression in the way Council frankly did not. I wouldn’t be surprised if Fuwamoco hits the million before anyone from Council does.

They were all streaming for 6 days a week post debut including Sana (prior to dog death) which later dropped to 4-5 days for Kronii and 5 for Mumei and 5-6 for Fauna, and Bae streamed almost every day too, and every single day of Febaeruary. I'm not saying they streamed a shit ton but their stream numbers were definitely were on par with Advent on debut. Fauna and Bae definitely continued to stream regularly and often, while Mumei couldn't keep up due to college. It was really Kronii and Sana that fell off for no good reason.

Council is a great example of why having a generation entirely composed of underdogs is a really bad idea. People like to throw around this idea of there being a "runt" for each Holo gen, but the reality is that everyone in EN2 fell victim to this curse.

Fauna didn't hit the ground running at all. Even though she's yab-free, good at games and has a lot of interesting things to talk about, her rigging sucked and there was nothing to hook people to her initially. The most hardcore saplings will tell you she's always been "safe." This is the last thing people expected from a new gen.

Sana was the most "genki" EN at that point but her model & voice debuffs meant she already alienated a lot of people before debut. Instead of working within her unique position in Hololive, she just gave up. As a former Sanalite I could see the writing on the wall, but she really is the definition of missed potential.

Bae, meanwhile, is a Shakespearean tragedy. The most ambitious girl Cover Corp had ever hired ended up stretching herself so thin that she got major burnout and lost all viewer retention. The variety of projects she had and her ability to collab with HoloJP couldn't save her from falling victim to her own hubris.

Kronii is an interesting case. The hottest model of all time across probably all of vtubing, with a hot voice and plenty of chuuni vibes at debut... And then she ruined it. While Sana still holds the title for the biggest middle finger of EN, Kronii knew she had a lot of buffs and chose apathy instead. She's just fucking boring, to an almost comical degree. It's rude to call her a Twitchtuber, because then that'd mean she's edgy or provocative, when she's not.

Finally, Mumei, the "Gura Killer." It's impossible to ignore that outside of collabs and karaoke, Moomers failed to live up to these lofty expectations on her own. But Mumei herself isn't the issue here, she represents the wider problem with Council, which is that their entire legacy is in relation to Myth. I am of the opinion that Council's objective peak as a branch was the Among Us collab stream, because of how well they work with EN1. That's a bad thing, because it means EN2's legacy wouldn't exist with EN1. Even now, it seems Mumei's funniest moments only seem to happen when she's with Gura, or appearing on a random chuuba's stream. The same can be said for most of Council, and I think that's a real shame.

Anyways, I probably got something wrong in this mucho texto so feel free to correct me. I was pretty excited for Council but switched to Advent almost immediately after debut.

HoloEN has always suffered from employee morale issues which doesn't happen unless management keeps making bad decisions. Japanese companies are often known for having problems with foreign side branches because of cultural differences. Cover gave their most sexualized outfits to Korean women in both Myth and Council so it's not hard to imagine what type of long running fights that caused with their EN branch.
