It's mainly a cram school, and their studying and training doesn't happen publicly, besides the few streams they do on the VTA channel. They don't have to join Nijisanji, and once they're done they pretty much just silently leave.

Nothing about VTA is a minimal cost, holding permanent auditions and just hiring from them every couple of months would cost way less money and investment. VTA is a literal academy where they provide dancing and singing lessons, and of course video/image editing lessons. And they provide all the equipment for the students.
