When my brother was a transfer student there, the instructor had to tell them that they didn't need to panic when an earthquake happened. Everyone else was just going on about their daily lives while my brother was internally panicking. He told me how weird it was how a huge earthquake like that didn't alert anyone.

Japan is in the middle of like four tectonic plates so it gets a shitton of earthquakes. It's been happening literally forever so they've got the infrastructure to protect their buildings and such and everyone knows what to do to stay safe, so I wouldn't be too worried for them.
