The time gap being the obvious one, but they stand out a bit more and are experimental (FuwaMoco sharing a channel), and Cover has in general gotten way better at supporting new gens they're rolling out in 2023 then they were in 2021
Council on the hand the hype of being the first expansion to EN "stolen" by Irys debuting by herself, they got their subs culled, had the impossible task of trying to follow up Myth, debuted in the aftermath of Coco's graduation, didn't have much support from management, lost one of their members within the 1st year
The fanbase was practically starved for a new gen and Advent thus far has hit the ground running
In contrast Council debuted while the general fanbase still feeling the "new toy syndrome" from Irys, during time was Cover catching scrutiny from the Coco situation and then got dealt several more bad hands in their 1st year

I don't think it's that simple.
First, Council-Advent gap is abnormally long. Myth-Council is a lot closer to what Holo usually does. But if you count Irys, I'm not sure. Maybe it would've been better to roll them out together and let her be sixth ranger from the start to avoid splitting attention?
Second, a lot of it is factors outside of girls' control: YT culls, debut fuckup with delay probably why they stopped doing relays continuing covid restrictions which prevented Myth and later Council from properly getting involved with company-wide activities which needed them in Japan, seemingly much more restrictive management Remember potato history and Civ perms for Moom?, overreliance on chuuni lore, the whole omega thing which all kneecapped their initial growth. Don't get me started on whatever the fuck Irys' management is doing.
Third, I get the feeling management is a lot more lax for advent which helps greatly with initial impression and discussion. Shiori captures audience by being an absolutely unapologetic weirdo talking about cannibalism on her first stream, Nerissa has great voice, is a huge idol/holo fan and is extremely horny I didn't watch Bijou's vods yet so I don't know how she is, twins are amazing at playing super cute dog twins.
