Is there so few Hololive applicants that they have to hire litteral failures from the past now ?

Genuine question, I can see why they hired the twins, and it seems that Bijou will be great but Shiori, I don't understand
What does she have going for her exactly, aside from having already a foot in the industry ? Because it isn't talent, if it was she would have became popular since long ago.
Please if you think you know, tell me what she does better than another 3view who applied for the job? there has to be many talented girls who applied and got rejected because they didn't have a PL as known as her.
