Are you really sure the CEO is scamming artists as you say? Maybe she's just late on some payments, artists are notoriously whiny and if they are not paid immediately they will act like they were ripped off even if the pay is coming a couple days later.
I'd say stick to the friends you made, either debut with the company or debut together later as indies.
If your CEO really did scam people there's a chance your models are not paid and will cause drama later. This means you might have to stop using them.
But that doesn't mean you shouldn't use them, the whole situation and the drama would still be good publicity for you.
The hardest part of being a vtuber is getting any audience at all early on. If you debut with the company along your new friends you will at least get some audience and even if later you do have to give up the models at least you still have that initial audience.
Even in the worst case scenario if the company goes under you can take your audience when you go indie so it's not an entire loss for you.
So that's my advice.
Debut however you can, stick to your new friends, but be ready to pull the plug and move indie if needed or change to a new model.
I'd even be prepared for it with a cheap basic model for when that day comes, something temporary to use until your audience can help you fund something better later. Plenty premade generic slightly customizable models out there for cheap.
And who knows maybe your CEO manages to figure out how to pay for all that shit in time to keep the company going after all.
