It's a bit difficult since we don't know how effective magic is in the TEMPUS universe, so it's hard to judge the power level of Hakka and Vesper compared to pure combatants like Shinri and Axel. Flayon has a big fuck-off mecha but if anything that'd make him the primary target for everyone else if he decided to use that one.

I'd go with either Altare or Vesper, I think. They're both competent combatant that have access to magic, so they'd be able to outlast the others in combat.
