The wild thing is they're literally not doing bad. They're just not doing Hololive numbers. And before you bring them up, Aloe literally wasn't in Hololive enough to even gather much of a following, and no one gave a shit about Sana when she was actually in Hololive. Now go through all the graduated nijis and see how well they're doing on average.

This happens to Nijisanji because of a few reasons -

They were never really geared towards being a talent agency, and even after all these years that has not really changed that much.
This method of "niche" audiences means that collabs are quite difficult to organize. Niche audiences are niche for a reason, and don't really mix well with other niche audiences for niches they don't care for. And so when collabs happen, there will inevitably be some amount of gear grinding. Sometimes it settles down after 2-3 collabs, but sometimes the niches are so incompatible that the livers can't really collab without the two fanbases burning each other.

On top of this clusterful, NijiEN adopted the "family" model of group dynamics, where every single liver is peer pressured into joining the "group" and "having fun".
This model worked for perhaps the first two girls-only generations due to similarities in vibes (and being mostly watched by ex-Myth fans, who simply ignored livers if they didn't like them), but once Luxiem came into the picture, the audience ratio HEAVILY shifted towards them, pushing out the original audience and sparking an internal conflict that basically created the current Nijisanji culture seen today.
As more and more livers debuted, the lines between niches was blurred, and yet the cracks between the audience simply continued to widen, leading to today's toxic nijifan culture.

The biggest controversy that NijiEN had was when Vox's yumes burned Reimu at the stake for invading what was supposed to be a "private" stream between Vox and his audience.
The response to that from Vox basically sums up why Nijisanji fans are the way that they are -
Vox initially shits on his fanbase, tells them that anyone harassing Reimu is not his fan, and draws strict lines between him and the audience, saying he's not their actual boyfriend and shit like that.
Mere DAYS later, he backpedals on all of that, cries about loving his audience just as they love him, and puts up yet another NSFW ASMR stream.
No tards were wrangled that day, and Nijisanji livers just don't seem to have an idea about how to wrangle their fanbase into doing or not doing things.
Holos have perfected this skill to an artform, they always address their fans when they do something bad, but they always allow the bad actors some amount of wiggle room to save their ego. "I know none of my fans would do something like that, but some people were apparently harassing another streamer I collabed with, and I would like that to stop.", and indirect shit like that.
And once they say that, anyone disregarding it will immediately be considered by the rest of the fanbase as an anti, because they OBVIOUSLY didn't watch their oshi's stream or they would've heard her talking about it.
Nijisanji livers on the other hand, they are always direct and straightforward with their fanbase, saying "You fuckers harassed that girl I collabed with didn't you!? Shame on you!" and there's maybe like 10% of the actual harassers there watching, while 90% of their regular fans are just confused as fuck wondering why they're suddenly being scolded.

These are the hardest demographics to "control" because their entire personality consists of doing the opposite of what they are told. This is also the reason that Niji livers' DIRECT pleas to their audience almost never works out, because if teenagers and women are told to stop, they will simply keep doing it just to troll your ass.
Kids and Ojisans are a lot more well behaved, especially if they're in a community that doesn't tolerate toxicity.

And finally

A lot of Niji livers just aren't good people. They will use the excuse of "banter" to straight up shit on other livers, and then call you out for "not being able to take a joke" if they ever get pushback (which they rarely will due to this reason).
Some of them also go to extremely uncomfortable places with their banter on streams, e.g. Nina shitting on Pomu's "dying channel". Many chuubas have gone menhera over numbers, and some have even graduated over not having enough, so such topics aren't really comfortable for the audience - even if the livers themselves are fine with it.
More importantly, the lack of a "line" with jokes means that the audience never perceives that there's any limits to how much they "joke around".

Basically, but the fanbase was never this volatile during Lazusydia. They attracted more pinoys/ESLs during Ethyria, and then it got worse when Luxiem and Noctyx came into the picture. It grew too fast for its own good and barely any of the talents, and especially not management, were willing to put their feet down. They traded steady, stable growth for quick bucks and the destruction of the entire brand.
Because NijiEN really is done at this point. After all the drama and now people leaving the company over the span of 6 months, even if a new wave were announced tomorrow it wouldn't be able to undo all the damage done. The amount of incidents with NijiJP fans would not fit into the post limit, and most people on this board don't even watch NijiJP in the first place, which is why I omitted it.
But since there seems to be a demand for it, here's some of the NijiJP fanbase's stories.

My first point applies to NijiJP as well, there have been multiple instances where livers with different niches have tried collabing and had their fanbases at each other's throats.
The big difference in NijiEN and NijiJP is that the JP livers often do not even acknowledge the fact that their fanbase is causing any problems at all, much less tardwrangling them. As per "ancient Japanese culture" norms, they'd rather sweep the dust under the rug and pretend the rug isn't elevated 2cm from the ground rather than expose any of it to any outsiders.
Because of this, the JP Nijisanji fanbase is FAR more toxic and unrestrained compared to even Vox's EN/CN yumejos.

Kuzuha's fanbase is one of the most notorious of course, with them flaming ANYONE who would beat him in any game, two of the best examples being the Ark event where livers who killed him got harassed, and during Startend's tournament arc where his fans harassed clippers who uploaded clips where was getting killed and got them to private it. They even got into fights with Aqua crew under clip comments because she killed him 1 or 2 times. Not to mention all the small streamers he would encounter on stream who would get harassed if they ever did better than him.
Kuzuha has been famously silent about the antics of his fanbase, and the only time he EVER addressed them was during the time some of them brought the time they found out about him living together with Rindou.
There's also the time he had to delete his tweet about Coco graduating because his fanbase made a bunch of noise about it.

Tsukino Mito famously has a regular stalker who once printed out her face and plastered it in multiple places in front of the school she attended.
She's had to take multiple breaks and move many times over his antics. Nobody in Niji has acknowledged his existence, neither she nor the company, other than in the vaguest of terms.

There was the whole dodgeball arc, where nijifans were frustrated about not having any content for a couple of weeks while all the livers enjoyed having fun playing dodgeball at the beach or some shit. And of course, afterwards the niji males made fun of the girls' gachis who were seething at them having fun with the boys, while the girls remained completely silent about it. Even their talents aren't above shitting on the fanbase - dunking on fans that aren't even theirs btw.

There's that time Chigusa got harassed and flamed for singing the Nijisanji theme song "Virtual to Live" just a month after her debut, fans going something like "YOU HAVEN'T EARNED THE RIGHT TO SING THIS GREAT SONG YOU FUCKING NOOB", and all of her great senpai and daisenpai were just... quiet while it happened. Neither the livers nor the company even acknowledge that this was a thing that happened. Compare and contrast to how holos are always so OPENLY supportive of each other whenever they're going through a yab.

There's the Roa vs Meiro arc, one of the biggest breaks in internal "unity" within NijiJP, with livers taking sides with Roa or Meiro instead of trying to mediate between them, figure out what was happening and reach a compromise. Some of the livers that supported Meiro back then have STILL not acknowledged the fact that she was in the wrong.
Fanbase reflects the talents, so that fault line has been ever present in Nijisanji. More recently there was also a few people talking about Roa being able to return now that Gundou was being fired, because apparently Gundou made her cry on stream or something.

There's Axia, who obviously had a section of fans who were mental, but never really seriously addressed them with the help of management (all of his casual attempts at wrangling were met with "oh he's in his rebellious stage~" and other roleplay shit from his fans), resulting in one of the biggest meltdowns in VTuber history, ending up with him graduating after basically telling all his fans to fuck off. And now he's apparently reincarnated and playing on stream with his gf (who does not seem to be Himawari, which was ANOTHER thing that was uncovered during his yab, Hima and him having 50+ sessions of MonHun together, leading to a bunch of his fans flaming her).

And of course, the most recent in these incidents is Tomoe, one of the VERY few times that the livers acknowledged the fanbase.
Tomoe collabed with Nekoze Shin (girl) from 774, and her "Crossick" shipping fans went absolutely APESHIT on Shin.
Of course, she had normal fans as well who didn't even know it was happening.
Cue the next day, where she puts up an ominous stream, basically spends all of it just tearing into her audience for harassing Shin - half of whom never even had any idea it even happened.

So yeah.

Nijis were - outwardly at least - a lot more concerned with copyright, at least with big Japanese companies.
They obviously didn't care as much when playing western games or games not made in Japan, but they were big enough to be in the eye of big JP corpos.
Nijisanji didn't have Nintendo perms for a while and they were too big of a company to go behind, which was a reason Sasaki graduated once.
