NTA but just to give a few quick starting guide of sorts, look after your appearance, you can always look more attractive than you think by just getting a nice haircut, decent clothes and proper hygiene. People are inherently more attracted to someone who clearly takes good care of themself too. Smelling very good is a colossal plus too.

But that's the superficial stuff. Make a conscious effort to work on your attitude so that you're agreeable and pleasant to be around and then put yourself in social situations (parties are not the only option) so that you actually get chances to practice socializing (yes you can "practice" it). There's no real shortcut, just actively work on being likable and more confident (which can be improved after you start looking physically more attractive) with a touch of self-consciousness on top. Your attitude (not personality) makes all the difference between seeming endearing or even cool vs seeming like a sperg when going off about your favorite anime.
