What the fuck even is GTA roleplay? You roleplay as part of a heist crew? You already do that as a regular player. You roleplay as a street racer? You already do that as a regular player. Serial killer? Already do that. Assassin? Already do that. General thug/gang member? That's already the core of the gameplay experience. The only thing you can't do is be the cops and trying to RP that with other people doing any of the above is cringe as shit as they have zero incentive to listen to anything you say or do and will just try to kill you, which leads to you just trying to kill them in justified self defence.

The server will probably start drifting in that direction, but criminals get caught, put in prison, fined, and then released.
Cops have started camping criminal hotspots like drug sell locations though so it's becoming more gamified. Eventually the criminals are going to start opening fire and it'll be exactly as you describe.
Keep in mind though, there's a lot of other things people do. Botan bakes pizzas, there's a burger shop dude, tons of medics (Towa is one).

Is it possible to represent this in any way in gameplay or is it purely through saying things in voice or chat? As far as I know GTA is a game where the only ability and even choice a player character has is whether or not to shoot something, steal something, or kill someone (through various means).
