Whatever character they started off as has mostly been left behind in the hours and hours of streaming. No writer could script a six hour stream, and then write a brand new script for the next day, over and over for months and years. They might play with an anime voice, and they might sometimes drop a lewd joke and play it off accidental, but the majority of their instant reactions cannot be faked as convincingly unless they are some sort of acting genius. They don't even try to hide it-- they talk out of character constantly.

They are as much of a "character" as any other streamer.

Everyone has masks that they put on and take off for various situations. Talking with family, talking with friends, posting anonymously online, posting on their Twitter, as well as entertaining an audience while streaming. Whether or not they're "acting" or "playing a character" is a difficult question to answer because the line is blurry.
Saying all streamers or all vtubers are RPing is either a retarded take or reasonable depending on how thin of a mask you consider "real".
It's a fact though that it's near impossible to turn OBS on and talk to a chat for hundreds of hours over the course of months or years and not leak some of who you really are.
