They're literally not. People are retarded, but even something like Getcha has a bunch of people that show up on the YT license page. Western music rights aren't any more complicated for Holo to obtain then it is for them to obtain game permissions. A large number are already licensed through JASRAC, either as domestic works which means literally zero extra work for Holo compared to Japanese songs, or on behalf of foreign companies which typically don't include the rights to retain a recording of a cover in the blanket stuff that a JASRAC permissions can give but does tell you exactly who to contact about getting permissions. If it's not in JASRAC at all, which is already getting into pretty fucking obscure music, then you can either contact the publisher directly to ask if they've bought the rights or ask the composer if they've sold them. People do this every fucking day. The way Japanese licensing works is slightly different then the US, but actually makes things easier for Cover since they don't need to deal with obtaining a mechanical and sync license but instead it's handled directly in a single license. It's fucking trivial, and the fact that people bemoan Cover's incompetence at securing game permissions but then somehow believe that getting music permissions is all on music companies turning down free money is one of the most annoying persistent memes on this board.
