Council is a bumpy road but given how self produced talents are it's hardly a "flop" and Cover did not characterize it as one, or even a setback, in their revenue plan, quite the opposite
I think the big delay had been Cover meeting obligations (!) not anything to do with EN itself
Their big 3D model overhaul coincided with a ton of high profile concerts and the new studio, now they ALL have extremely high quality MMD & tech support, new 3Ds, and a full set of other misc demands for birthdays and shit that Myth groused about not having for years. Even much of JP only got these things recently despite Roboco project having them built up for years.
Now these things are sorted I wouldn't be surprised if next gen is 3-4 months away. They may debut with 3D models, in house riggas, and home tracking.

Here is the thing, what is Cover even looking for when they are hiring for EN let alone for the rest of Hololive?
They're not looking for streamers because streaming is no longer considered a priority for EN since they are doing more idol duties and Mori, Kiara, Bae, Fauna and sometimes Kronii are the only ones who stream regularly.
It isn't singing abilities because half of EN are dreadful singers.
Dancing skills obviously not important because only Bae and Kiara have that.
So what's left? I think Cover needs to figure out what they are looking for and what the fuck they are because they say they're not an idol company and them saying they're an entertainment company is to broad and it will eventually confuse customers (and company stakeholders) as to what they are. So EN3 has to be a statement as to how they see Hololive going forward because right now, forcing a bunch of streamers with no vocal or dancing skills will eventually backfire.

For the past 2 years, It feels like nothing special. But look carefully, are those hire really terrible? They can't sing? Can't dance? No talent? Shit at talking? Zero humor/dry humor? No, they all are pretty good in general if you look at their spec. The reason why they felt mediocre is that existing Holos are already really good and cover pretty much all the niche.

So in the end, we end up focusing on their shortcoming. And worse unlike their senpai, they barely worked for their success and only ride on the brand name, their work ethic and how they appreciate Hololive suffer in the process. They believe they can get away with a lot of shits. They also try to change Hololive culture. Hololive felt less close knitted nowadays, new hire are let to do as they please. No solidarity of common goal or struggle because they are at the peak.

Cover can hire someone from the street like Subaru and polish her until what she is today. There are several holos that are nothing special at all before they joined Hololive. Maybe it wasn't the talent but rather the environment has change.
