The PV was an open call to recruit people to work on the multimedia that they plan on releasing. Why make an anime PV? Eh why not? Looks like it was Cover trying to entice people to check out the recruitment page and to show that Cover has the money to spend on multimedia projects. As for an actual anime and game, doubt will see any of that till next year.
