In very short: Might be bitrate related. The worst you could do to an encoder is let it compress pure noise. Depending on it's target, it will produce macroblocks. I guess the shiny particle effects around the attacks and the fact that it's a very fast paced game exhaust the bitrate budget. It doesn't look great all the time but I'm also not focused on watching every frame so I don't mind. I notice it but it's not like a pause and get mad about the image quality.

I think it depends on her stream layout, when she puts a frame around the screen and there's space to put it, she often does, but when playing full screen like today she doesn't as it would be in the way. It's not great overall, especially in hectic streams, but okay in games where she reads out a lot of dialogue like the one linked above.

Youtube always transcodes, and its transcode levels are definitely bitstarved, but if you feed it something decent, it usually looks fine. You can see pretty major differences in MK8 streams across the Holos and figure out who is giving Youtube a good base and who is bitstarving it from the get-go as though they were streaming on Twitch.
For reference, Youtube transcodes 1080p60 at ~4500kbps. 1080p30 seems to be ~3500kbps based on her Only Up and FFXVI streams. Their encoders are probably far more optimized than whatever a streamer will be using though, be it software or hardware encoder, so usually the streams look as good or better than a max-bitrate Twitch stream. But only if fed a proper input and not what you would give to Twitch itself.

I do this rant occasionally when the topic comes up since I've done some testing here and there, and a small bit of streaming myself. Granted I've had a hate boner for Twitch since 2011 so I could be biased, but I have a good understanding of things.
Didn't happen here but it pains me when I see people say Twitch is higher quality without actually testing, or realizing you can give Youtube a good 12000kbps 1080p input or 25000kbps 1440p input.
Fbk's case is a bit odd though since I think some settings got fucked somewhere around the start of the last Pokemon arc, when Youtube was having issues. Her first stream, that was split into two frames, had the first frame as 60FPS (and most frames before it), but the second frame onward has been 30FPS. She never fixed it, and that's an OBS setting, so I wonder what else might have been changed around then.

I told myself to wait, but I'm still having a ton of trouble getting used to Fubuki's new face. It feels too happy or something. Before, her hapiness came from her voice and personality. But now it just seems forced. I think the problem is entirely with her new eyes. The mouth is a bit big and it's a bit to round, but none of that would matter much if her eyes were the same as they used to be.
I'm just really sad, because I don't think I'll ever get used to it.

Just finished catching up with the Doroken adventure stream. That was pretty fun, I enjoyed it a lot. OCR. There are a few tools for this. I've heard Kanjitomo is decent, but I personally just use a script to take an image and pipe it into Tesseract. Doesn't work all the time but is decent enough.

I have dabbled a little with Tesseract but in my experience the results aren't that good for Japanese. I much prefer ocr.space based solutions, unlike Tesseract, they don't work offline, but the accuracy seems significantly higher. I have been using an older version of ShareX (13.7) to access it because they changed to an inferior solution about a year ago. I have bound a hot key to access it to one of my additional mouse buttons so I can always quickly OCR text, it's very useful, both for mining in games and for streams. Another way to use ocr.space is the browser extension Copyfish (specifically, "OCR Engine 1"), which is pretty handy as well.

I was planning to try it out in my script as well to see if it would work better. Tesseract usually does fine enough, but I admit I do some image manipulation before handing it over for OCR, which helps significantly.
Granted even then I have plenty of cases where it fails me and I go back to radical-based lookup on jisho. While playing FFIII just earlier it would transcribe 舵 as 能. Thankfully that one wasn't so bad to look up otherwise.
