Once thing I despite about Niji is how ridiculously overdesigned their characters are. Its only silhouettes but it is already pain to look at.
You cannot draw a single one from memory without constantly referencing their characters. Would it kill the designer if he made stockings symmetrical, for example? Did he had deviantart with sonic OCs when he was little?

Its more about the concepts rather than the actual designs. Akai and Fubuki are both pretty generic in concept so regardless of who plays them will have to rely heavily on their personality. Meanwhile Aki is an elf cyborg thing. That is out there enough that it really needs the right voice actor to make it work, and clearly going by subcount, they didn't manage to find the ultra specific girl to make that design work.

It costs almost nothing to make back the cost of a vtuber for a corporation so as long as they keep the overhead low on each talent they can support a ton of them indefinitely.
