I think the voice might be a developmental disorder or something along those lines – there were a few times where she tried to speak in a deeper voice and it sounded very strained, her mother (who has appeared on stream) is used to her speaking in the high-pitched voice, and when she did handcam streams it appears she is physically rather small as well.
