They study vocab lists and grammar like crazy but never practice using it, partly because most of the teachers wouldn't know how to grade writing exercises anyway.

I remember being a middle school ALT in several years ago and the English teacher asked me to check the writing portion for big test. It was extremely cut-and-dry: if they made 4 complete sentences from a series of set phrases, they got credit. Otherwise, nothing. There was one student who studied abroad and his English was near fluent. He decided to be fancy and make a COMPOUND SENTENCE using a comma, but that meant he only had 3 complete sentences, one short of the quota. I asked the teacher what to do, and he said to mark it wrong.

Unless they've changed anything in the past 10 years (lol), this is what English in Japanese schools is like.

In my time living in Japan, and the only Japanese whom could use English conversationally had spent time abroad, even if it was just six months or so, the difference was extreme. Though most people with the standard Japanese-education-system levels of English had a realistic sense of their lack of skill. They don't unrealistically think they "learned English" in school and know it well.

A competent level of english is required in my country to finish any career and yet every college graduate I've met can barely understand basic highschool stuff, let alone be able to hold an actual conversation in english.
This is because they study to pass exams but never get to actually practice what they "learn" on those grind sessions and it just fades away with time. Meanwhile here I am, a college dropout who sucked at this subject in school, but I've been consuming 99% of my media in english for the past decade and I have zero issues to make some small talk with tourists in the area (only downside is that I sound like an absolute retard).

Learning languages is all about practice and I think the current educational methods should be revised. It's hilarious though that everyone and their mothers nowadays write down a level of english in their CVs that they don't actually hold.
