Do fanart of chuubas on stream who are just slightly bigger than you (quality art at this point is optional but helpful). Smaller chuubas rarely get fanart so they generally will be highly appreciative of it. Post this artwork on twitter either under the chuubas art tag or by tweeting at them directly to hopefully start building up some level of name recognition. There’s a lot of ways. You can just pin a copy of your reference sheet to your twitter and start randomly following 0views. They’ll most likely follow back. You can do networking threads “follow me let’s support each other” You can like every post in the #vtuber hashtag. You can just reply to as many posts and threads as possible (try to be funny please). When it’s time to stream put a “Now Live” text on your twitter display name. Even if they don’t follow they’ll still check out your channel which boosts your viewer count and that always helps. I know a lot of really big chuubas that grew huge this way (it’s pretty scummy but it works)

In my non-professional opinion it's probably not worth the effort, but the native obs filters can be replaced by VST's which can be applied to your mic-in source before they are picked up by discord or obs so you'd sound the same in both of them. There's probably some ways to achieve that through an app, but you'd have to google for yourself.
