I don't think hololive was meant to operate like that in the first place. Also, I imagine that if hololive did have such departments, it would have its own upsides and downsides. Downsides would probably be that the girls would earn less to pay for the upkeep for said departments and maybe forced rely upon said artists and since they're all sharing, there'd be a queue which means longer projects as opposed to the freedom they have now in choosing whoever they wish to commission

Just watched Kronii's hologra, it seemed like a watered down Ame episode. Kronii has said hundreds of times that there is only ever 1 (one) Kronii and that she can NOT travel through time. She just "manages time zones". Yet her animation was her traveling through time, seeing AUs and meeting another her. Meanwhile, Ame's short had nothing to do with time travel or AU Ame's, which is 99.99% of what her character is. So Cover management does a terrible job at everything, again, what else is new.
