The problem is is it's hard to out-Gura Gura and as long as the real Gura exists, it probably won't happen. People who try really hard to copy her generally lack her humor/wit (or lack of it sometimes) and her general bouts of weirdness. Or they have the humor or weirdness but just don't sound even 1% as cute as her so the voice just doesn't match her kind of model. Because it's rare to have a voice like hers with such a range the odds are low that a voice-alike is going to also match her other traits.

The market conditions aren't the same. Gura came out at a time when Hololive was on a massive incline, everyone was locked at home, and the EN vtubing scene was barren. Maybe someone will eventually replace her through slow and steady hard work, but I doubt EN vtubing is ever going to see the massive boom that she had again.

Don't forget that her old channel with no updates in three years still receives 14k+ viewers per day. That's amazing. And Gura's current channel also receives plenty of views per day without streaming. Even with her algorithm being shot for now. But she is capable of recovering it easily, just by streaming. She has so many paths for kino content, like I'd love to see Red Gawr again. Another ASMR? Gura humming tunes can't be beat.

Gura's old channel had 800k subscribers in March, while Fubuki and Korone had around 500k/300k. Before she joined Hololive. Gura felt bad reaching 1 million before them after starting over.
Also let's not forget they weren't the first EN. Nijisanji and others tried to accelerate after Gura's success, though they struck gold with Luxiem. Salome grew faster than Gura. But longevity is the true metric of success.
