It depends on how much you want to spend, but the general order for someone doing Holo level production is going to be art > mixing > movie > arrange >> perms. You can make some parts be more expensive by paying for super high quality art, a very complex MV, or a non-standard arrange that requires more work, but for the standard nice piece of art with flashing effects and lyrics cover that Holos put out, it's probably a couple thousand dollars in total and a good chunk of that is spent on the art. If you really wanted to save on money without just doing one of those parts yourself, you can do what some indies do, and Marine for her meme Code Geass cover for that matter, and just record your model while you're singing a single take and put it in front of a fancy background with some camera effects if you really want. You can also save on the mixing by doing it in a single take instead of the typical way of doing short sections which are stitched together, and then you just market it as a TFT homage/parody.
