You could argue that HoloJP girls play the role of the "anime girl that's actually not restricted to a single anime".
I suppose the appeal would be similar to "Fate", in a sense?
Heroes from all across the world, each with their own stories and personalities, collabing in a battle royale tournament on the same stage... it's conceptual kino at it's finest.

Holo has a similar feel, where every girl has their own origin and small bit of lore, Pekora from Pekoland Kingdom, Shion from some magic academy, Aqua being some victorian maid who likes to play games, Okakoro being household pets etc. etc.
It's surface level obviously, but the design of every girl carries them, and get people invested in their "present" story rather than their backstory, and so it can mostly afford to be a blank slate for the most part, unlike anime which needs a fleshed out personality that fits properly into the world.

And while Fate is about killing each other, Hololive is all about the てえてえ, aka CGDCT.
I'd also argue that JP reality shows by themselves work a lot better in anime format, since the exaggerated reactions and facial expressions are almost always better in anime than in live action.
Which would explain the near universal success of JP main channel programs, while the live action versions of these are hit-and-miss.
Even big name comedians are looking at Hololive to get comedy ideas for their improv, and yet everything they do is just so intrinsically tied to the concept of "anime" that it's difficult for irl comedians to replicate, barring the odd joke here and there.

EN of course, has no such relation with anime. As has been explained in almost every other post, they are and treat themselves as "streamers with an anime skin", and the audience they get follows from that.
At it's core they are streamers, so no streams = complaints.
Pre-recorded EN content is either considered bad or unpopular, and never talked about much, compared to main channel programs which often get repeated with different guests if it's popular enough.

EN girls also have VISIBLE levels of "cringe" involved in everything that they involve themselves in related to "anime".
Bae does GFE and cringes at herself.
Kronii does voiceacting and cringes at herself.
Mori does... Sheriff roleplay for some reason... as an "anime" girl...
Some of the girls are better at this, e.g. Fauna, whose reaction is more akin to "embarrassment" than cringe, which a lot of the JPs are also prone to do if they're not confident in their skills.
Ina also has no qualms with hitting ojisan level puns and laughing about it, and only goes to "embarrassed" levels from missed jokes, never crosses over to 'cringe' territory.

What they prove is that "anime girls" as a concept CAN WORK in EN as well. They are the very examples of this concept working successfully. It just needs more variety, i.e. EN tomboy/Subaru, EN roleplay heavy girl i.e. EN Pekora/Luna, EN girl that leans into being lewd i.e. EN Choco/Mel/Marine etc. etc.

And as with all complaints regarding HoloEN, we inevitably land of the fact that the problem is the lack of more EN gens.
