Devil's advocate here, if his audience really is 2M primary school children, wouldn't it be unlikely they would interact with him on twitter or twitch? They would just endlessly loop the videos on mom's iphone or whatever. I do think he's botted also but there's at least a semi-plausible explanation for his low engagement elsewhere.

Extremely doubt it, even smaller 4 digit vtubers get more shares and likes on Twitter than that, if he really had 2mil he would be getting at least 100 likes/shares yet he can't even break that line,
We will need the graph of how many are joining his channel daily/weekly to see if there's spikes on when people join, this usually works as proof since botters tend to make the mistake of launching the bots around the same time, specially when the botters are zhangs.
