Yeah I think that's the best way to put it.
It acknowledges the situation pretty accurately and shows how people are valued.
To be honest, the fact that FlaVR has as many members as it does that actually stream (something a lot of vtweeters fail at) AND do a bunch of other creative things on top of that - its pretty surprising if you try and look at it from an outside perspective.

If that rrat on the catalog is true, imagine what would happen to the indie scene.
Consider the following:
On the art scene first was realism, then subversion of realism into abstract, then the subversion of abstract into absurdism; then, as the times became tenser and tenser, comes modernism with the search for grand meaning and postmodernism as a subversion of said search into the self referential, ironic and relativist, now postpostmodernism a kind of "anything goes" philosophy.
On the game scene we have seen a similar arc. The early gaming market was dominated by lone large corporations (Atari), obsession with more, MORE; then a crash sends the gaming market to the fucking netherrealm, resurfacing of gaming as something that demands quality, a subversion of the flooding of shit games. Then resurfaced the corporations, as a subversion of a subversion, games became larger, bigger than the sum of their parts, eventually we had AAA games, which grow stale. Surfacing of Indie games, as a subversion of the AAA design, a subversion of a subversion of a subversion.
On the Vtubing scene we'll see a similar arc. There were the pioneers like KizunaAI, subversion of the pure idol idea into hardcore gaming, subversion of the pure gamer into both, now corporatized. Explosion of the indie scene as a direct opposite to the corpo scene and now the instability of all but the largest corpos (Hololive and to a lesser degree Nijisanji, despite the 2% and all the scuff we know).
Each time, it was a large event in its history which turned the wheels of fate, as it were.
If vtubing keeps following this path (and it seems it will), Gura's departure will be this large event for vtubing, we'll have our very own modernism into postmodernism arc. I heavily suspect it'll be the era of the small corpo, large indie and pseudo corpo-indie (like vshojo, mythic, dare I say FlaVR?).

TL;DR: Shit's gonna go fucking wild and small corpos & indies will become mainstream.

vtubing as a whole has gone thru some shit, and we've gotta be on the cusp of an era, and that possible graduation might be the thing that tips us over.
If it hypothetically boosted popularity (and thus viability) of indie vtubers and small groups like FlaVR and the like then I'd be happy but I think it'd do more damage than good to vtubing as a whole.
