These are just the external factors that people has been timelooping for ages. The real reason ENs are declining is more than that, one of them is they (sans Gura) are really not that interesting as streamers. I have no idea why people are so defensive about this point. They have a lot of dead air, and generally not that engaging either to the games they are playing or to the chat. They don't bounce off that well with the chat either.

Council(RyS) are however somewhat good at bouncing off at each other which is why their collabs got better numbers than Myth collabs.
They are also bad at games so there is really no 2 ways about it. People can only tolerate incompetency up to a level even if it is a cute girl.
A lot of them are not really that good as singers so they don't even have that to carry them. Kronii's unarchived karaoke is getting worse number not only because of the homo collab, but people generally stopped tuning in to incompetent singing. SOUL is good at first but loses novelty as time goes by.
The next point is the most important one: they sucked at kayfabe and think having it is cringe, so there is no storyline for the viewers to follow. But oh boy, if you mention this last point, you are the "story arc schizo".

To be very honest with you, sometimes I even find even Pekora's minecraft stream having too much dead airs, like more than 5 times having a section without her talking for 10 seconds or more, or sometimes she tried to force it and it becomes uninteresting. And yeah probably not the most popular opinion but I find the Ankimo mountain with Towa and Sora is too forced and was turned off by it. However out of 1hour and 30 minutes of B part, I can at the very least find 30 minutes segment of it to be interesting for the most boring Pekora minecraft stream. For EN, the most interesting part of a stream is usually already clipped by clippers with 2-5 minutes of clips. With that example I'll propose an alternative to the theory you're putting forward.
You say that EN is reclining because they are "not that interesting as streamers" and uses "dead air" as an example which >>50681794 correctly points out that it is not exclusive to the EN girls.

What is causing EN recline is the fact they lost the "collective emotional grasp" on the audience.
Each girl can hold their own audience but what powers Hololive numbers is "the box", the audience shared by the girls powered by their interpersonal connections.
With a strong box, the combined audience of the branch will also show up in the individual streams of most girls.
Without that, each girl will get their floor, and pad the numbers with some tourists in buffed streams, tourists that won't show up for their regular streams.

Using last night as an example: out of the 5k departing takos (in a stream that "stole" few people from Fauna ongoing stream), only some 400 of them funneled to Fauna's stream at the end.
This might be explained is "incompatible content" in this case but it happens pretty much on a daily basis, people tune in to watch their favorite and bail afterwards.

The "box pushing" strat is dead for EN, each girl get theirs and that's it. Anon is correct that adding more girls could improve on that front but that's saying what could fix, the cause is what I just mentioned: lack of audience cohesion

I am talking about Pekora. For Koyori it is hit or miss. Marine and Kanata I mostly only watch their zatsu because their usual stream is not that interesting. I honestly don't know. I'd rather not start the rrat that they all hate each other but it does feel like some members outside of scheduled collabs would rather not collab at all for some reason. EN is also able to have 6 people streaming around the same time block (or 9 if you include the two living in Japan and the Aussie streaming after waking up) and never meet each other in Minecraft. Pekora and most of the first army are good at creating content on their own, but that has its limits.
Where they TRULY shine, is in their interactions with chat. Picking up just the right comment out of the 10-20 or so per second rolling comments in order to continue a conversation thread or transition into a new one is an unparalleled ability to have for a streamer.
Having a witty chat dynamic also helps since they can contribute a lot to the bantz and halve the streamer's workload since they have nice little prompts to go off on tangents.

Pekora's also a bit special in that she does a HUGE amount of egosa, and finds even the most remote-ass memes about her and make it into content.
Unrelated example is the cold chicken meme, which started off in 5ch but quickly broke containment so it wasn't really all that surprising that she found out about it. She referenced it multiple times a year later once the situation had calmed down, and nowadays she and her fanbase can have actual bantz about it without any hurt feelings.
Pekora also found the "fucking monkey" shitposts, and although she didn't perfectly understand it, she was still able to use it as a chat topic and more content for her.

HoloEN has these moments as well, Ina's back thingey, sapling roleplay etc. and while Ina handles hers with some grace, Fauna did not seem to understand "chat dynamics" even when it was handed to her on a silver platter.
I mean sure, there might be a small percentage of weirdos who would actually consider Fauna as their virtual mom or whatever, but I'm pretty sure 99% of sapling "mommy uuuu" posting is ironic.
She could've easily played into it and created a chat dynamic and a "running joke" for herself, but she instead thought that these people were serious and told them to "cool it", followed by the whole "not a friend" rant.
It won't really lose her viewers right away, but it has a bit of a chilling effect on this type of "fun" in her chat.

Otherwise, talkative EN like Kiara or IRyS would have been considered the most entertaining EN members, which is only arguable at best.
