Gura streams for western fanbase which is while bigger but also scattered across timezone. Also EOPs are not so obsessed with their oishi and taking VODs vs lives - quite common. JP bros on other hand take it as a second job and come to lives to show support. So unstable and low CCU is expected.

Pekoras EOPs auditory does not watch vods (most of them clipfags) but does subscribe to her. Which lead to low subs to vods conversion. Her core fanbase is very strong on other hand and keep her CCU high.

I think there is not enough info to actually debate who has good and bad userbase conversion to VODs or Lives. Both are doing well with the respect to their environment but Gura has more space to grow.
