The clown and the red shota were initially picked at the same time as the rest of the first batch, but Cover decided for some odd fucking reason to hold them back from debuting with the others, then recruited two other homos in order to have two batches of 4 instead of one single gen of 6.

How do you prove to Cover that you have good talent, when you have very limited proof to submit on an application, amongst thousands of other applications? The fact is that just like any job, Cover recruiters are looking for things that stand out immediately, and it's up to the applicants to figure out what that is. They tried reality variety show style road-trips-to-location videos with Uproar first way before Legend of Polka did their skydiving episode, they also got real people as guests onto the Homos' main channel before Hololive did the same for their videos for their main channel.

Its not just the feedback from the viewers(not that you would listen to feedback who hates you anyway), its the organising and logistics for such new ideas that they also want to try out.
