Quotas aren't going to all be the same, and would be built around reasonable minimums for the content. Since they'd be looking at Rushia numbers (only way she'd get a contract) it would be on the lower end since those are short streams. In this case, rather than serving ads it's more about trying to convert her audience (which more or less failed).
