"YouTube content" is pretty vague. Could mean everything, could mean just your likes and watch history. I'm guessing any videos that are still monetized will be safe, since the updated policy carves out an exception for accounts that have ongoing financial transactions. There is also an exception for accounts that have made a one-time purchase for things like movies or books (probably paid apps as well). And I've read reporting that Google won't delete YouTube videos period.

That's an average of 111k videos a year, or 304 videos a day, every single day, for the entirety of Youtube's lifespan.
