The real problem about not streaming is that although their revenue doesn't really come from streaming the main sources of revenue are good because they are popular, and they are popular because they stream: it's like sportmen earning more money from sponsors than from their contract. The "shed" is in an Australian city. City permits and stuff are minimum $10k. Actually building it is another $50K minimum up to about $100k. Odds are she lives on the East coast of Australia which is stupidly expensive. What she has isn't some tin shed with 4 walls. This is not true and has not been true for a while. Streaming consistently is a good way to maintain your brand power, but it is not the only way. In fact, you need serious luck with streaming to break outside the Box in a significant way.
Instead, there are other ways to maintain and grow your brand. Suisei, for instance, does it through music, through outreach like radio programs, and through her media appearances. Marine does it by making occasional huge projects that go viral and gains her massive mindshare. Ayame maintains her popularity enough by the sheer power of memes, though in her cases growth has stagnated since she took it a bit too far.
And the other girls aren't just doing it on a charity, either. Quite a few of the holos with lower stream times are also some of the ones with the biggest brands, and collabing with them have the benefit of strengthening their position inside the box. Heck, if they don't stream often, you might even get a portion of their fanbase to also watch you. It's why groups like miComet and Pekomiko are so beneficial. Miko/Pekora maintains Suisei/Marine's branding within the holobox, and in return they get a portion of the viewers they collect from outside the box to help them stay at the top of the box. There's an old metric that shows that Suisei watchers have a 30% diffusion rate into Miko's streams (and much lower the other way around), which is much higher than the general average of holomems.
Granted, a lot of this is still a theory, but I think mems like Suisei, Marine, and even Gura demonstrates this pretty well. It's not about the hours you stream as well as how well you can carry your brand, and there are several ways to do that other than just grinding stream hours.
