Any company would be unfortunately. Japanese piracy laws are shit and Nintendo is an ass company. Reminder that Nintendo literally killed a botw multiplayer mod along with Mario 64 for PC and countless other projects. Nintendo also tried to make people pay to play their games on stream.
Nintendo also has shut down their eShop making it impossible to get any legal digital copies of games for older consoles.

Anycolor aren't saints but even then, I'm not sure that even American based companies would survive unscathed if they had people in them promoting romhacks.
