Shion is bad because of several design issues ranging from her extremely limited basic weapon to portal timing often dropping you into crowds of enemies to Garlic being total RNG to Kusogaki Kick letting hordes build up while your weapons all stop often dropping you in end game hordes that take 30% damage and no knockback from your ult

That being said MOST of her issues only pop up at the end of levels/hard mode and anyone can beat any level with good usage of support items and the right collabs. SO yes skill issue
