Even if they are have the same name, they are not the same character from that specific fiction. In the hololive hive, Ina is the only one with a direct connection to Mythos, according to the lore. Ina's abilities include creating Voidborn shapeshifting immortal beings that can neither be burned nor frozen, surviving in the vacuum of space, nigh-omnipresent and having a miniature black hole inside their bodies. Basing strength on the species of a character, and basing strength on a specific character from an entirely different fiction are not the same thing. The former is really no different from assuming the earth/physics/cosmology of a fictional world works similarly to our own unless stated otherwise (these are basic assertions required for any powerscaling to be done), while the latter is assuming a character written by one author is the same as another one written by an another, which should never be done because each canon is separate (unless they are officially stated to be in the same "bubble" as other canons, via same author or crossover). That's the way powerscaling is traditionally done and it makes sense because it sets the appropriate boundaries.

Okay. We can't make a proper tier list based on that. If you don't separate out the lore strength of the character, the completely random statements of the VA, and the Meme factor, you get a completely false picture of them in the tiering. If you exclude the only truly classifiable thing, the original character that inspired the holo/niji character, you are left with just the lore added by the larp and the Meme. And those two will compete to see which is more popular.
In this race, Ina will indeed underperform because she is not that popular, and the Meme associated with her is the fact that she is a weak Human, a cute fragile little girl. Moreover, I get the feeling that someone, at some point, perhaps on Reddit, has already decided who is where on the list and is refusing to update it with new information or correct previous wrong conclusions. Ina's own now-discarded lore gave some useful feats, but we'll ignore it because it's not in her backstory, contradicts it, anyway, Ina is not a reliable source. For example, Ina's first own song. We ignore the original lore, the Necromonicon, the Ancient One, or the tentacle look, because it doesn't prove that a god older than the universe has any powers at all, since Ina didn't make up any lore for it (who we've already branded as an unreliable source). The only thing we take seriously is that Ina jokingly called herself Hooman, and likes to dress up as loli characters.
However, Haachama on the list is a multiverse eldritch god because the Haatons made a bunch of wacky fanfiction about her, which Chama declared to be true, and she almost gained Toonforce abilities. And we take this as true because it is now a Meme.

Pomura's arc is perhaps the final phase of a world taken over by Pomu where 80 or 90% of the population are Pomu, I even have the hypothesis that Pomura is just a Pomu that deceives the last survivors that there is a way to survive but in reality is only accelerating the process.

Pomu may not have the power to take down Myth in a direct confrontation, but neither could Myth take down Pomu unless they find her when she is not yet a threat.

I mean, you can link me the fanfic the haatons allegedly created and stolen by Haachama (they don't exist btw), but even if you somehow bring something that doesn't exist into existence, it doesn't change the fact that the talent is the author of their own character, and what they declare to be official IS canon.
Take Pekora for example. None of the "Princess of Pekoland" lore was a thing at debut, nor was it created by Cover. She just decided it was a part of her lore one day, and lo and behold, even other companies that collaborate with Cover recognize this as canon (https://rebirth-for-you.fandom.com/wiki/Princess_of_Pekoland,_Pekora). And this is not the only instance this has happened, in case you think this is just some kind of exception (which funny enough, also happened to Haachama and Cover recognizing her "schizo" lore).

The thing is, vtuber, as a character, IS in fact a combination of their base character/setting/backstory, AND the lore they have built up throughout their stream. Scaling a vtuber just on the lore given by Cover or debut stream is like scaling comic book characters just on their Marvel website description, and not even bothering actually reading the comic books they are in in order to truly understand their full capabilities in the context of their universe. Do you still not see the errors of scaling vtubers using nothing but barebones description given when the vtuber started with basically nothing, a mere template that only serves to get the streamer started to build their own story, their own legacy?
