this is not true. youtube monetization is a direct percentage of ad revenue and people who watch through a video entirely sit through more midroll ads (provided the video is >8 minutes long) and since these ads are played at regular intervals, watch time is more closely correlated with total ad revenue for long-form content like livestream vods.

In your example, the bloke with 5k viewers makes x5 the money only if the video is too short for midroll ads. The longer the video, the smaller the gap becomes.
