Its just the City Hall, not the actual Tokyo Dome. They do have smaller venue that is more suitable for it.

Unironically, even if they can pay for Tokyo Dome, the event itself need certain caliber to even be allowed to be on Tokyo Dome. It will need to be waaaay bigger than just Gen 5, and also need a suitable advertising budget (something like simultaneous advertisement across the country), and also need a suitable attendances too. They do not want a Tokyo Dome event that does not reach a mostly-full attendance rate. Maybe in 2-3 years, Hololive as a whole is big enough to actually warrant Tokyo Dome
