Debuting EN3 right now would be a mistake since they would not be able to thrive in the current climate
HoloEN has to purge it's own bad elements (Tempiss and Mori) before releasing a new gen of girls
Hiring 5 news girls, giving them all models, dumping money into advertising them and so on is expensive and cover would not see a return on that investment if they're released now
They would be running at 30-50% capacity of their full potential through no fault of their own
