You can attach it like any other image but it won't play sound. As a workaround, there is a sound player extension for 4chan that will pull the sound from the link specified in the filename if it's formatted in a particular way.
If you're on mobile and webms don't show up, it might be more of a file picker thing (e.g. you're browsing under "downloads" and it's not on your downloads folder, or you're browsing under "images" and it only filters by jpgs/pngs/etc. but excludes webms so you have to browse under your root folder...or something like that)

The damage of the special increases along the weapons levels and is influenced by the books on a 350px radius.
