It's always been Marine, Towa and Suisei for JP and Mori, Kiara (don't know who's the 3rd one) for EN. Seems to be the common denominator is being proactive go-getters and examples that other women could emulate. Other than that they have their own different draws;
Marine has the raw sex appeal, sex appeal other women want to have. (It's different to sex appeal men are sexually attracted to)
Suisei, Mori and Towa are kinda "boyish" in a way that is cool to women.
Kiara, memes aside, is THE stacy you want to be in her good side or even a friend. (This also repels some women who see her as a threaf instead)
Some female holos like Ame, Mumei and Iroha excude that "literally me" aura in the same way men identify as Ryan Gosling, but they never commented on their female fans or have I seen any statistics (unlike the ones mentioned above) so I'll be basing on my gut suspicion that they too have a sizable female fans.
As for least? Probably the overly feminine yet not "womanly" ones (there is a difference) like Irys, or Fauna. I can't comment on japanese standards of femininity.

My sister and I talk to each other about vtubers we watch a lot, so I think I can offer some input. She got into Hololive about a year after I did (mid 2020 for her, prior to Gen 5 debuts, mid 2019 for me) and has been a Koronesuki since basically the beginning because she thinks Korone is really cute. She also started watching Watame because Watame’s japanese is easy to understand and now she really likes her too. On the EN side she mostly watches Kiara and though she doesn’t really watch Suisei’s streams, she loves her music and admires how hardworking she is.

So, in my anecdotal experience, really what women like are varied. There are some women who prefer vtubers they see as “cool” (Mori, Towa, Suisei) and some that like vtubers they see as “cute” more (like my sister with Korone and Watame.)
