while my stuff is still shit i do think it has gotten better. to start off i would say find a program you plan to learn first, and watch some youtube vids on it. It is boring as hell but it has helped a lot to learn of short cuts and tools i would not have known of otherwise. after that look at some artists you like and try to copy their lines/brush style.

Don't just copy their work, of course, just try and learn how they make lines or shapes. it will help you in learning how to make a similar shape/line for something you try later

Otherwise the rule of thumb I've been taught is to start by trying to draw what you see as faithfully as possible for pure technique. Just never forget to do random doodles and shit just for fun, some drawanons in other threads recommended to just keep drawing ans to try and have fun with it.
