Almost every single one of the Hololive girls have SOMETHING that makes them unique, Pekora's pranks, Subaru's tsukkomi, Miko's anime level comedy, Kanata's chat bantz, Fubuki and Marine being the queens of old internet otaku, Marine having really good chat power as well, Aqua being gamer maid + inkya, Okayu being fatto gatto sexo, Miosha being comfy yet breedable, Lui and Towa having unique voices with Towa having an additional cute buff + FPS player buff, Iroha being one of the few bastions of seiso left in the company, Sora and Ayame being ultra cute in COMPLETELY different ways etc. etc. etc.
Those that don't have much uniqueness naturally have lower numbers, but they're still "cute anime girls" at the end of the day, which - combined with them being part of the Holobox - inherently adds some baseline value to them.

Homos have -

So there's a HUGE amount of opportunity cost being lost here, which he states as the reason why Nijisanji is ahead in terms of sales figures.

This is why there's a lot of talk about standardized merch within Cover.
They want to have simple "gateway" merch available 24x7 to buy for new fans any time for any of their talents.

I just hope they don't underestimate their popularity again and overstock their merch as much as they can, because having all their stock based merch be "out of stock" for 90% of the site's uptime will not change the existing situation much.
