You're kinda right because that applies to some of the jpstars. On one side you have people like Astel and Roberu (and Aruran too but effort doesn't always lead to growth), then you have the rest of the stars who either treat holostars as a side job or just ""gave up"". They could be growing if everyone has a mindset similar to Astel or Roberu but as vtubers you can't really motivate them and the members can just cruise along because they can't get fired. This is why management tried with getting fresh blood with the drive to push for growth with Uproar. This behavior also permemates down to the fans too and not even Uproar can bring enough new fans to disrupt the fanbase.
But the worst thing is I can't really say it's their fault because imagine if tempus debuted and got 1/2view and fuckton of hate for their entire first year, who wouldn't want to give up? it's a miracle that the jpstars even exist at all and i think that's the ultimate issue with that. because if your expectation was to not graduate due to overwhelmning hate, what they have now is as great as the tempus members getting a million subscribers each. in both the jpstars members and fans' minds, they have already succeeded, and that's what stopping their growth.
