New talent has to be radically different to bring in a new audience like Luxium which brought in a fuck ton of new people that actually helped to boost up the girls. The cause is pretty damn obvious, management didn't fund or support them, they burned out, and EN was not released when it had to keep momentum going and let the branch breathe a little, so too much pressure keeps pilling on the few remaining members and there's no big fanfare around the branch drawing people to view it again.
While JP gets events, organized collabs, cool stuff, many 3D's and a consistent release of new girls within an already big roster, EN has a small roster with half of them on constant hiatus, hasn't had new members in almost 2 years, gets nothing special done, no celebrations, just nothing.
Management itself also seems very incompetent as care taker because they are having too much burnout and menhera breaks.
Management has to play the role of a nanny for vtubers if they want to do their job right and ensure the streamers are in good condition and EN is failing.
Cover is either unaware of the issues affecting EN, or just doesn't care, while EN management is just fully incompetent and might not even have the best interest of the company in mind.
Like the release of tempus with 2 gens while EN3 was still MIA and the forced collabs just put further stress and pressure on an already struggling branch and made things even worse for it.

EN and JP have different people in charge of different roles.
On some level there's "management" just like there's "CEO" too and some role overlap but down the line EN is significantly independent from JP.
Which is how branches work.
They're under the main umbrella of the company that owns it but they have their own regional staff that is in charge of handling localized matters.
Marine can talk to the JP management who can talk to the EN management and together work things out.
But EN managers are still above EN streamers and closer to JP management. JP management outsources much decision making and execution to EN management while still above it.
Whatever main management in Japan decides for EN is based on what the EN management works out with them.
When we say EN management sucks we mean the people who JP put in charge of overseeing some matters on EN suck at it. Their judgement, their perception, what they recommend to JP management and the micromanagement choices they make suck.

The girls have brought up different managers assigned to them multiple times, they have talked about the english management, Omega has attempted to come out as the face management for the english branch, A-chan has brought up before that she delegates a lot of shit because she's growing more busy as the company gets bigger.
We know ID has their own manager, and it's hard to believe a single person handles all ID related functions.
There's also the language barrier factor.
Cultural barrier.
Timezones.
These are all reasons companies have branches on opposite sides of the world operate with some degree of independence while still obviously working under the main office of the company.
Just think a little and put everything together.
