The names "Cover" and "Hololive Production" are instantly associated with Hololive, and basically no one knows what the fuck Holostars are unless people have heard of them from collabs or something. Heck, there are some people on JP vtubers side who know Astel/Roberu but have no idea they're a part of some group called Holostars. This is how unknown and overshadowed their brand is. The fact that Cover has top female talents mean jack shit because most of them are not willing to collab or even mention the Stars, and a huge portion of their fans only watch those girls primarily because they ONLY want to watch girls. It also doesn't help that like half of JP Stars default designs were extremely faggy and Niji got those ikimen or "your next door neighbor" type of designs that not only appeal more to normal women (as opposed to gays and fujos) but are also more acceptable to the general public.
Also, prior to Uproar their talent pool was extremely small (like current HoloEN). Just remember that when Holo gen 3 debuted they had like ~1k CCV, but Cover still kept on pushing new gens and investing money. Stars meanwhile had Shinove and that's all (afaik). That whole branch has been operating like some sort of misdirected personal pet project of Yagoo, and Stars that broke out (relatively speaking), did it with their talents and/or by getting collabs outside the company.
Tempus also has their faults, but I'd argue they have it way easier because HoloEN initially had more fans who were not that hard into idol "no males" side of vtubing, so some of them checked Tempus out, and Mori/Kronii/Ame were properly welcoming as senpai and helped them out with collabs (at their own expense). Still, IMO 3-4/8 designs of Tempus are questionable, which is a problem for Magni and Shinri, and they're not really trying hard to reach new (untapped) audiences. Tempus group doesn't have a single music dedicated vtuber like Suisei/Mori, and they could try doing more shorts. Few viral shorts or songs could double some of their CCV in a few months, but so far they're not really into doing anything besides gaming and releasing cover songs.

Basically when there's a market and someone moves in first to capitalize on it.
All the available audience who would be interested in that sort of product will of course go to the first one to make a move and in a business like this where brand loyalty plays a big role and there's a lot of time investment required to really try a new streamer being first makes a big difference.
Nijisanji was the first to come out with male vtubers in the west, at least on the big corpo level. So all the women who were available for a male vtuber jumped on to Nijisanji and found their oshi and became invested in the company, its different members, its brand.
Now Holostars debuts tempus, but they are second. They don't have that first mover's advantage. Which means they lost that potential audience who would have gone to them if they were first.

Honestly the biggest mistake they made was being a bunch of pussies and not releasing Holostars EN as soon as they first started making moves in the EN market. They had a chance to be the first AND introduce males into an audience that weren't aware of the NO MALES meta yet while still being huge paypigs. This along with the hong kong fluey buff, it would have been the best time to get into the market.
