Probably mostly Aletta. Sava had her foot out of the door already since she didnt get the viewership she wanter (as a /meat/ and /vrt/ chuuba, not the most popular fucking genre). So when Sava was going to leave Aletta took the opportunity to rally the others to leave as well since the evil corpo is taking their money.

What likely happened is that in 2021 Hana Flores, one of Gen 1 quit and then several months later Gen 2 debuted but the company almost immediately had a crisis as their primary manager, K-chan, decided she was not being paid enough to manage two generations since Koshita was unwilling to hire more managers leading to K-chan quitting, the company almost collapsed at this point with mass graduations but "somehow" the girls were convinced to stay. Most likely their contracts were amended to allow them to keep a larger share of the profits. Gen 1 and Gen 2 are mostly slow growth, part-timers who stream when they 'have a chance' before going back to their real job. After this, the company became the Nene and Lua show, since they were the primary ones who streamed regularly with ASMR as a draw.

Gen 3 debuts and is full of 3 zoomers who make this their primary 'job' since they're in college and two cakes/hags who also use this as their primary role. The cakes (Aletta and Oceane) immediately began gaining lots of popularity with Oceane becoming so important that Cloudtomos (Nene's fans) were seething that she might no longer be number one. Anyway Oceane might actually be bipolar, but her actions were not considered a problem by the company until Nene also began getting harassed, most likely because Nene is in Japan rather than overseas and can easily sue Koshita for treating her badly. Sava, Aletta and Peony were all getting attacked for months- Oceane seems to have heavily targeted girls who were into ASMR (saw them as a threat to her own ASMR schtick) or had good numbers (Aletta was poised to surpass her).

Anyway Gen 3 was giving 50% of their earnings to the company, for 'reinvestment' into the company, but likely found out Gen 1/2 do not give nearly such a high cut to the company and were told the Kickstarter for 3D was not happening at a good time for them (possibly a planned Gen 4 would be splitting the earnings from that?). Aletta and Sava were angry about their cut, Peony was angry about being harassed and being told to stream at what is an inconvenient time for her, because the company thought she'd get more followers then, Miryu was angry about her request for her model to be changed being ignored and all of them felt the company could copy the JIDF strategy of digital promotion and achieve larger growth. All of this falls on the backdrop of Gen 3 being full timers while most of gen 1/gen 2 keep a larger share of their earnings while streaming fewer hours.

The company could not resolve their issues.

The gen 3 audition happens before phase incline and idolEN/EIEN exist. Kawaii was top dog and was the "prestigious" small corpo to be in. Tbh, it still is and they have solid management and plans for a small corpo. They structure their grand plan around idols, which STILL filter a tons of vtubers in the west. Kawaii didn't even do anything less than Phase as a corpo, but the flagship girls in Kawaii simply refuse by principle to use the same method as the top phase girls for incline : i.e. chasing viral campaigns, drama tube, etc... Kawaii is one of the few actually pursuing TRUE idol plan for their corpo but true idol work actually filter a lot of twitch-style vtubers in the end. They just think idol=hololive= number and simply want to LARP as idol for number but not actually participate in an idol project. Just like real life idols, there are mainstream top idol groups and small idol groups and kawaii is more like the latter.

also, gen 1/2's kickstarter goal was 100k for 7 members, 50% (ei, the kawaii's cut) of aletta's and sava's donothons were almost as much as they'd need for 4 members

Ads don't guaranteed anything neither. Litmedia has been running youtube ads for Tonya way before idolEN even exist. Tonya has okay growth and number, but not exceptional.
VNU has ads for both of their gen 2 running still and they are still at low 100's ccv.
I think whether the girls willing to game the algorithms and do meta contents matter much more for number growth. Also, idol project is a niche within the western vtube scene and many western vtuber watcher straight up associate the idol label as "poison" and evil corpo restricting the talent from their full potential.
