How small Puyo chain we are talking ? At low level Puyo player mostly chain up to 3 you don't need t-spins to beat that, If say the Puyo player can chain like 5 easily and the Tetris player can't even do couple of t-spins or doing 4 wide then the Tetris player is simply worse than the Puyo player not because of Puyo had advantage, any Tetris player who said that "Puyo has slight advantage" are just making excuse because they suck, any decent player can do couple t-spins consistently

Suisei is the god of tetris. Marine is probably the second strongest member if she can use puyo. The fact that Marine can beat suisei sometimes is why she is the favorite to win the tournament. They played each other for a while on Marine's stream the other day if you're curious.

Not really, Puyo Puyo Tetris gives Puyo Puyo an advantage and Marine has beaten Suisei pretty soundly. Honestly Marine should be coaching alongside Suisei and the only explanation I can come up to for why she didn't is because there are not enough of Puyo players, but regardless, Marine and Suisei MCing and Pekora as a contender is way more fair.

Without seeing the official rules for the tournament it looks like it was organized by Pekora and Suisei and probably said something like each participant needs to have at least one practice and one coached stream. I'm guessing the signup wasn't translated into english but even if it was who from EN would've joined?
The only two I could think of that have shown interest in tetris in the past are IRyS who rarely collabs, and Kronii who was probably still recovering from her surgery when they were recruiting members. I'm not familiar enough with ID to guess at which of their members would be likely to join.
We have no way of knowing if it was limited to JP only. Also we don't know interest levels amongst the girls, this isn't like the minecraft or mario kart tournaments where it is expected for everyone to join. The odd brackets make it seem like they didn't have a limit set, so maybe we will see the participant list grow if they do another tetris tournament in the future.
