It's because chatting mods produces an unhealthy social hierarchy.
The only structure should be the streamer and the audience, but all too often there's a team of mods who aren't really mods in the sense of being a janitor catching rulebreakers, but are instead vips, users who are more special than regular viewers.
And then of course these mods start power tripping and demand people stroke their ego.
