As others have said, it's not that Astel is more "free" in one setting or the other, it's that he gets different kind of freedoms in each setting.
With outsiders Astel has pretty much all the freedom to bant and act more out there without worrying about fan autism or not having his partners return his bant as much as he wants, while with the Stars he can be more laidback and chill comfortably with people he knows well.
Basically, both settings give Astel something he wants from his collabs, different things but still ones he wants.

I honestly think that was a bad decision. They should treat it with a more relaxed manner and focus on having fun, like Astel did with ARC stars or his first mad Maggie vsai.
