hello heiminbros, I never watched a jp streamer before but your oshi is cute and sex so I wanted to get into learning japanese to understand more. what's a good way to begin? I'm familiar with hiragana, katakana and probably a couple hundred vocab from a course I took 5 years ago but honestly never had a proper interest in the language up until now so didn't keep up. would downloading some beginner manga and just going at it with a dictionary be fine?

Mastery of kana first is absolutely critical, after that you can decide if you want to just do things like watch JP clips and read JP hololive tweets and posts on futaba's hololive board or something ( may as well learn while using content similar to what you want to watch) or if you want to start SRS vocab/kanji training like with Anki / Duolingo(lol) / wanikani etc.
Reading Holo-related stuff will result in gaining relevant vocab for Holo streams faster but probably isn't the most efficient.
If you're really into it the active learning side of it and don't want to be passive, you can be looking up words you know they're probably saying by items you're seeing on screen in a stream (i.e. a variety of common words in a minecraft stream like hashigo, ashiba, tetsu, sekitan, etc).
Doing some basic grammar can be pretty critical too, since you may have seen all the wonderful times when you hit an Auto-translate on a tweet and it spits out the literal opposite of what the tweet actually says.

If you love manga though, then manga with furigana is great.
It's going to be a massive time investment no matter what learning approach is used, unless you already know Chinese or something then its apparently a fair bit easier.

The Daily Japanese Thread (DJT) on /jp/ has some nice resources. The community won't really help you, but all that you need should be in the OP. For me, the formula was: daily flashcards reps for kanji and vocab (something like anki or wanikani) + an overview of basic grammar at the start, then looking up more complex grammar as I went along (Dictionary of Japanese Grammar is an excellent resource for when you can make sense of a sentence, it should be in the DJT OP) + lots and LOTS of immersion with reading/listening. It worked really well for me, and most people end up recommending a variation of essentially this same idea. Reading in particular was extremely efficient as a learning method, even if it felt like grueling torture at first when more often than not a single sentence would take me a couple of minutes of looking shit up until I could properly parse it. My personal recommendation would be to also go for things with more text and more complex language than manga, like text-heavy games (e.g. JRPGs, Ace Attorney series), VNs, or whatever interests you. Most of all you need to have things that interest you to keep you motivated, and the discipline to do your reps. Good luck, I wish you success.

I agree with the idea of immersion. I learned English almost entirely from Runescape 15+ years ago from zero by just interacting with objects in the game and it was especially nice since the game would tell you exactly what the object was if you right clicked on it and also provide an short description (clicking on a man would show 'one of Gielinor's many citizens' for example). I guess with Japanese this would not be possible due to not being able to read the vocabulary if it contains kanji (although it looks like there are some nice games like pokémon which have furigana). The others have given great advice but I just wanna chime in with my experience. I am never much of a disciplined guy, I've tried various flashcards and lesson programs to no avail because I myself can't commit to them in the long term. No point forcing a fixed regime that's not compatible with me. So while I have given up on them, I never stopped immersing myself in the language.
I went about it by brute force with continued exposure. Listening to streams, jp songs, reading news articles. Instead of using google translate or deepl, use extension like rikaikun to deciper word by word and understand the sentence yourself. Armed with google and various handy web tools like jisho I would search words I heard but did not know the meaning of by romaji, and add them into my own deck of words I added myself.
You can argue that this is only helping you for stuff related to holos and I think that's fine to start with, no one learns by picking everything from all fields of study at once. Understanding 99% of holo streams first would not be a detriment to learning the language further. Honestly at this point you're already good to go, since the next step is just an eternal, never ending kanji memorization.
This is a slow osmosis process that started from anime watching age but it doesn't demand anything extra of my discipline or time. I'm an アラサー ojisan now but I could understand all of the jp holos perfectly fine.

Just my personal opinion, but I'd go for it even if you think you're far from ready. I started picking up VNs/LNs when all I had was passive knowledge acquired from anime, a few hundred kanji/basic vocab from flashcards and a cursory reading of tae kim. It took me ages to get through a single novel, but it was still enjoyable and once I was done with it, it felt like I'd gone through a quantum leap in terms of how naturally my head parsed Japanese. I think it's better to plunge in even knowing you won't be able to read it very well than keeping yourself inside a comfort zone.
